Public Comments	Tribal Council: Bimose Tribal Council (BTC) Political Territorial Organization: Grand Council Treaty #3 (GCT3) Treaty #3 Consists of 3 reserves: Shoal Lake 40, the main reserve (10 sq miles) containing community of Indian Bay, Manitoba; Shoal Lake 34B2 Indian Reserve; and Agency 30 which is shared with 12 other First Nations Winter access road opened Jan 31, 2013 to connect community with the Trans Canada Hwy; named Freedom Road after years of struggle to have the road built Community currently accessed during summer months only by barge from landing at Shoal Lake #39 First Nation Federal gov't funding not available for construction of water treatment plant as deemed too costly with no road access; community spends $240,000.00 per year to bring water in on barge from Kenora Dec 2015 - Shoal Lake 40 First Nation is finally getting its road, a step toward ending years of isolation; Construction is planned to begin in early 2016, with the approximately 26-kilometre road to be completed in 2017 Construction on Freedom Road began May 2017 Nov 2018, On-reserve portion of Freedom Road completed; rest of road build contracted to Sigfusson Northern, and is now slated for completion by March 2019
