Public Comments Text with 9-1-1 service available in Fort Frances, Alberton Twp, Couchiching First Nation, Halkirk Twp and Watten Twp, to enable the deaf, deafened, hard of hearing or speech impaired (DHHSI) community to converse with 9-1-1 call centres using text messaging. You must register for T9-1-1 with your wireless service provider, and you must have a compatible cell phone. T9-1-1 should only be used for emergency situations that require a response from police, fire or emergency medical services
